Haryana Government Prepares Roadmap for Implementing New Criminal Laws- Chief Secretary TVSN Prasad

Chandigarh -The Haryana Government has devised a road map for the implementation of three new Criminal Laws namely The Bhartiya Nyaya Sanhita 2023, The Bhartiya Nagrik Suraksha Sanhita 2023 and The Bhartiya Sakshya Adhiniyam, 2023. The three key departments- Police, Prison and Prosecution are geared up and have taken a series of steps for the implementation of the three Criminal Laws, including conducting capacity building programs and organizing workshops to sensitize their officers about these three laws.

Haryana Chief Secretary, Sh TVSN Prasad shared this after participating in the meeting held under the chairmanship of Union Home Secretary through video conferencing to review the action taken and the progress of the road map prepared by the States and UTs for implementation of the three new criminal laws, here today.

Sh Prasad said that the Haryana Police Department is intensifying its capacity-building initiatives and preparations for the implementation of three new criminal laws. Prioritizing the training of master trainers and police officials, the department aims to ensure the effective enforcement of these new regulations. Divulging details, he said that as on May 15, 2024, the department has identified 9, 000 master trainers, with 3, 045 already trained at State Training Centers. Furthermore, 5, 302 investigation officers and field officers have completed their training, with 5, 093 trained through crash courses at State Training Centers and 209 at CAPT/CDTI. The state aims to complete the training of all master trainers by June 30, 2024. Five-day crash courses for investigation officers and field officers are going on at both state and district levels to ensure comprehensive sensitization to the new laws, he added.

He said that the Haryana Police is actively collaborating with other states and Union Territories, sharing training materials and standard operating procedures (SOPs). Dr. Rajshree Singh, IGP, Haryana Police Academy, Madhuban, has been appointed as the nodal officer for training on criminal laws. Training booklets and programs on the new laws are being prepared and will soon be shared with the Bureau of Police Research and Development (BPR&D).

Sh Prasad said that the Haryana Police Academy in Madhuban is conducting training programs for public prosecutors to familiarize them with the newly enacted criminal laws. These programs will continue through July 2024. The Haryana Police Department's proactive approach to training and preparation underscores its commitment to upholding the rule of law and ensuring the effective implementation of new criminal legislation.

Sh Prasad said that the Prison Department has also taken stride in sensitizing the DIG and above officers about the new Criminal Major Laws. The copies of a Model Course on sensitization of new Criminal Major Laws, 2023 for DIG and above officers drafted by MHA has been sent to all the officers of the department for thorough study and understanding. Similarly, a hard copy of a Model Course on sensitization of Prisons Officers of the rank of Superintendent Prisons to the rank of Warder on the new Criminal Major Laws, 2023 has been sent to each and every official/officer from the rank of Warder to the Jail Superintendent for thorough study.

He said that the Prosecution Department, Haryana will lead the implementation of the new criminal laws. Activities will focus on both the legal and technical aspects, ensuring all stakeholders are informed and equipped to enforce the laws effectively. In Legal aspect, the knowledge about the three new Criminal Laws will be provided to all stakeholders whereas in technical aspect, the activities regarding registration of the F.I.R. under the three new Criminal Laws through electronic mode/ online, availability of adequate infrastructure and manpower in the Police Stations, Public Prosecutors offices, FSL, Prisons and Courts, Training of Investigation Officer/ Munshi regarding registration of F.I.R. under proper provisions of New Criminal Laws, Evidence through Video Conferencing, Lifting of Evidence including Finger Print/ blood Samples from Crime Spot by the Forensic Team and developing Android based Police Mobile App will be dealt with.

Sh Prasad said that the Advocate General's office has prepared a detailed roadmap for implementing the new laws. Law officers are conducting extensive research and participating in webinars scheduled in June 2024, to discuss all aspects of implementation. Additionally, law officers will attend courses at the Central Detective Training Institute to further their understanding and preparedness of three new Criminal Laws.

The Director General of Police, Sh Shatrujeet Kapur, Director General of Police, Prisons Mohd. Akil and other senior officers of Police, Prosecution, Law and Legislative Departments were also present in the meeting.
