Chandigarh, November 08 – Haryana Chief Minister Sh. Nayab Singh Saini announced the launch of a Vivadon ka Samadhan with the aim of settling the matters related to enhancement for the plot allottees of the Haryana Shahari Vikas Pradhikaran (HSVP) in order to provide relief to them. The scheme will be launched on November 15, 2024 on the occasion of the birth anniversary of Sh. Guru Nanak Dev ji and will remain in force for 6 months. Under this scheme, more than 7, 000 plot allottees will get relief.
The Chief Minister was chairing the 127th meeting of the HSVP here today. A total of 65 agendas were placed in the meeting and all the agendas were approved.
Giving instructions, the Chief Minister said the plot allottees should not face any kind of trouble and apart from enhancement, other pending cases should also be settled as soon as possible. It was informed in the meeting that earlier also the Vivadon ka Samadhan was started from time to time, in which a total of 40, 762 default allottees had benefited and they got relief of about Rs 1560 crore. The Dispute Resolution Scheme is again being started from November 15, 2024 in which about more than 7000 allottees will get the opportunity to avail the benefits.The Chief Minister, while giving instructions in the matter of allotment of plots to displaced persons while developing new sectors by the HSVP, said displaced persons should be given equal opportunity to apply for plots and advertisement should be issued again for such pending cases in which displaced persons have not got the plots. The officials informed the Chief Minister that complete preparations have been made by the authority in this regard and soon as per its policy, advertisement of plots reserved for displaced persons will be issued, in which all such persons will get an opportunity to apply.During the meeting, a discussion was held over the plot allottees of the HSVP not getting the Occupation Certificate due to some reason. On this, the Chief Minister gave instructions and said the plot allottees should be given another opportunity so that they can get the certificate. For this, the process has been completed by the authority and now such plot allottees, who have not yet received the Occupation Certificate, can apply till March 31, 2025.It was also decided in the meeting that now the transfer of plots will also be allowed on the basis of gift deeds. According to the instructions of the authority, earlier the transfer of plots was allowed only on registered sale deed (sale DD). However, permission for the registry of the plot was granted by the authority. But many such cases have come to light where the plot could not be transferred due to the gift deed. The HSVP amended the policy and to give relief to such people, it was decided today that such concerned allottees will be given an opportunity till December 31, 2024, so that they can get their plots transferred. After that no such case will be considered. This decision will be of great benefit to the old allottees.The Chief Minister, while instructing the officials, asked them to prepare a comprehensive action plan to fulfil the promises mentioned in the government's manifesto. According to the manifesto, the allottees will be provided a loan at 7 per cent interest rate from the bank to build a house on the plot of HSVP. If the bank gives a loan at an interest rate of more than 7 per cent, then HSVP will bear the rate above the 7 percent. The Chief Minister directed the concerned officials to make a comprehensive plan in this regard.
